In Chicago’s Altgeld Gardens neighborhood, a new approach to building community wealth is taking shape. Residents are establishing a Bitcoin reserve designed to preserve an asset for future generations, with transparent holdings, community governance, and financial education at the center of the initiative.

The Altgeld Bitcoin Reserve (ABR), founded in 2025 by neighborhood native Tolbyus Shephard, is recognized by the Illinois House as the nation’s first community-run Bitcoin reserve. Its purpose is to give a historically underserved community the opportunity to collectively own and preserve Bitcoin as a long-term financial asset.

Arch Lending is proud to become a founding private-sector supporter of the Altgeld Bitcoin Reserve, committing to match the reserve’s existing Bitcoin holdings while supporting its financial literacy and education initiatives.

The partnership reflects our belief that meaningful participation in the digital asset economy depends on access, education, transparent financial infrastructure, and the ability to make informed decisions about ownership.

A Community With a History of Building Its Own Future

Altgeld Gardens has a history that makes the establishment of a community Bitcoin reserve particularly significant.

Built during the 1940s to house Black World War II veterans, defense workers, and their families, the neighborhood has spent decades navigating economic and environmental challenges while developing a strong tradition of community organizing.

Its proximity to industrial facilities, landfills, and waste disposal sites earned the surrounding area the name “Toxic Doughnut.” Local resident Hazel Johnson became a leading figure in the environmental justice movement, founding People for Community Recovery in 1979 to advocate for safer living conditions. During the 1980s, Barack Obama also worked alongside Altgeld Gardens residents as a community organizer.

That history of local leadership provides important context for the reserve’s creation. For founder Tolbyus Shephard, who grew up in Altgeld Gardens, the initiative represents an opportunity to extend the community’s tradition of collective action into financial ownership.

Shephard established the Altgeld Bitcoin Reserve in early 2025 with support from Bernadette Williams, president of the Altgeld Gardens Local Advisory Council. His vision was to create a financial asset that the community could hold collectively, manage transparently, and preserve for future generations.

The initiative received formal recognition on October 14, 2025, when the Illinois House adopted House Resolution 446, acknowledging the Altgeld Bitcoin Reserve as the nation’s first community-run Bitcoin reserve and recognizing the neighborhood’s leadership in financial empowerment.

What Is the Altgeld Bitcoin Reserve?

The Altgeld Bitcoin Reserve is a community-owned Bitcoin reserve established to accumulate and preserve Bitcoin for the benefit of Altgeld Gardens over the long term.

The concept draws on the broader practice of maintaining financial reserves, in which institutions set aside assets to support future needs and objectives. ABR applies this principle at the neighborhood level, creating a structure through which a community can collectively hold a digital asset under an established governance framework.

Bitcoin’s fixed supply of 21 million coins and its publicly verifiable transaction history make it an asset that can be held and independently monitored without relying on a single institution to maintain the transaction record. Its market value remains volatile, however, and the reserve’s long-term value will depend on Bitcoin’s future performance as well as the strength of its governance.

For ABR, the central objective is to establish an enduring community asset with clear rules governing its ownership and use.

The reserve’s governing framework prohibits speculative trading, lending, leverage, private withdrawals, and personal enrichment. Its Bitcoin cannot be pledged as collateral or used to secure loans, helping preserve the reserve’s stated purpose of long-term community ownership.

These restrictions establish a clear distinction between the reserve and conventional financial products designed to generate income or facilitate borrowing. The Bitcoin is held for the community under rules intended to protect its collective ownership.

How the Community Bitcoin Reserve Maintains Transparency

An important feature of the Altgeld Bitcoin Reserve is its approach to custody, governance, and public accountability.

The reserve uses multisignature custody, a method of securing Bitcoin that requires multiple authorized cryptographic signatures to approve transactions. This structure distributes transaction authorization across designated parties and reduces reliance on any single individual.

ABR also provides public proof of reserves, allowing residents and other interested parties to verify its Bitcoin holdings directly through the Bitcoin network.

Because Bitcoin transactions are recorded on a public blockchain, the reserve’s disclosed holdings can be independently checked. This provides a transparent record of the Bitcoin held at the published addresses, although blockchain visibility alone does not establish every aspect of an organization’s financial position or governance.

Together, the reserve’s custody arrangements, publicly verifiable holdings, and restrictions on the use of its assets are designed to support accountability and long-term stewardship.

For a community initiative built around collective ownership, these safeguards are central to maintaining confidence in how the reserve operates.

Financial Education as a Foundation for Bitcoin Ownership

Alongside the reserve itself, ABR is investing in financial literacy and Bitcoin education to help residents understand the technology, its potential applications, and the responsibilities associated with owning digital assets.

Through the ABR Bitcoin School, the organization provides educational opportunities for young people, parents, and seniors, including individuals without previous technical or financial experience.

The programming introduces residents to Bitcoin and broader financial concepts, helping them develop the knowledge needed to evaluate digital assets and participate in informed conversations about financial ownership.

In March 2026, ABR also hosted a community summit at the Altgeld Community Center, bringing together residents and local leaders to discuss the initiative and its objectives.

Education is an important part of the reserve’s longer-term ambitions. Understanding how Bitcoin works, how ownership is verified, and how digital assets are secured gives residents a more meaningful role in evaluating the reserve and its future.

It also creates opportunities for financial knowledge to extend beyond the initiative itself, reaching families and individuals who may be encountering Bitcoin for the first time.

Why Arch Lending Is Supporting the Altgeld Bitcoin Reserve

At Arch Lending, we believe that transparent financial infrastructure and responsible asset management are essential to building confidence in digital assets.

Our platform allows eligible clients to borrow against their digital assets while retaining ownership of their collateral, with a focus on qualified custody, clear loan terms, and a straightforward borrowing experience.

Supporting the Altgeld Bitcoin Reserve reflects those same underlying principles of transparency, security, and informed financial decision-making, applied to a community initiative with its own distinct purpose.

As a founding private-sector supporter, Arch has committed to match ABR’s existing Bitcoin holdings and contribute to its financial education efforts, helping the organization strengthen its reserve while expanding access to educational resources.

“Bitcoin has created new opportunities for people to build and preserve wealth, and we believe those opportunities should extend to communities as well as individuals and institutions. What the Altgeld Bitcoin Reserve is building is particularly meaningful because it puts ownership, transparency, and financial education directly in the hands of the community. We’re proud to support an initiative that gives residents the tools and resources to participate in Bitcoin’s future, while creating something of lasting value for generations to come.”

Our involvement is structured as a contribution to the initiative. Arch receives no ownership interest in the reserve, no investment return, no repayment rights, and no governance authority. We also have no control over the reserve’s transactions.

Bitcoin remains the property of the reserve and continues to be governed by ABR’s established rules.

This distinction is important because the initiative’s independence and community ownership are fundamental to its purpose.

For Arch, supporting ABR provides an opportunity to contribute our resources and experience within the digital asset industry to a project focused on long-term financial education and collective ownership.

Could Community Bitcoin Reserves Become a Broader Model?

The Altgeld Bitcoin Reserve is also exploring how its approach could inform similar initiatives in other communities.

ABR views Altgeld Gardens as a proof of concept for a broader Community Bitcoin Reserve framework, with common standards covering custody, transparency, governance, and education.

The intention is to establish a structure that other communities could evaluate and potentially adapt to their own circumstances, while maintaining clear rules for ownership and the management of reserve assets.

The organization has engaged officials in Chicago and Illinois about how this model might receive broader support, and related legislation remains under consideration in the Illinois General Assembly.

The long-term outcomes of the Altgeld Bitcoin Reserve will depend on its governance, continued community participation, the effectiveness of its educational programs, and the performance of Bitcoin as an asset. As with any initiative involving digital assets, price volatility and operational risks remain important considerations.

Nevertheless, the project provides a practical example of how communities can organize around shared financial ownership, with transparent infrastructure and clearly defined responsibilities.

Its development will offer useful lessons for other organizations considering whether community-owned digital asset reserves can form part of their financial planning and education efforts.
